SWICA Upload

How do I upload SWICA data using GuamTax.com?

From the SWICA menu, click on the Upload SWICA button to access the screens for file upload. You will be able to select a file on your computer or network to upload to our system.

What is the required format for the SWICA upload file?

SWICA data must be in ASCII text format in the same file format required for submissions via magnetic tape. For complete format specifications, please see our State Wage Information Collection Agency (SWICA) information booklet. (Adobe Reader required).

If I'm a payroll processor, can I file SWICA reports for other companies?

Yes. If you are a payroll processor, your GuamTax online account must be marked as a payroll processor account in our system to allow you to file SWICA reports online for other companies. To have your online account designated as a payroll processor account, complete the SWICA E-Filing Registration Form for Payroll Processors and fax it to us at (671) 633-2643 or mail it to the Department of Revenue and Taxation Attn. How do I file SWICA reports for other companies?

Your account must be flagged for payroll processing (see question above). Once logged in, use the Upload SWICA function to file SWICA reports for other companies.

Multiple Locations for a Single Company

I make multiple SWICA e-filings for the same tax period?

Yes. If you have more than one business license associated with your EIN or SSN, then you can e-file multiple SWICA reports in a given tax period -- one for each business license number. For each business license number, you will need to specify a location (see question below).

How do I create locations for multiple SWICA reports?

Click on the Create Locations button in the SWICA main page to create a location record for each business license number. The locations you create will be listed in a drop-down menu in step 1 of the SWICA e-filing process.

NOTE: You will only be given the option to create locations if more than one business license record exists for your EIN/SSN in our backend system.

How can a government agency submit SWICA reports online?

Complete the E-Filing Registration Form for Government of Guam Agencies and fax it to us at (671) 633-2643 or mail it to the Department of Revenue and Taxation Attn. GuamTax PIN Administrator, P.O. What is the traditional paper form equivalent of the SWICA online filing?

The traditional paper equivalent of the SWICA online filing is the SW-2 Employer Quarterly State Wage Report.

If I own several companies with different EINs, can I use the same GuamTax account to file SWICA reports for these companies?

No. Your GuamTax.com online account is associated with your EIN or SSN. Although you can have more than one GRT master account associated with your EIN or SSN, SWICA filings are categorized by EIN/SSN. If you have companies with different EINs, you must establish a separate GuamTax account for each EIN.

What proof do I have of my SWICA filing if I use the online system?

GuamTax.com integrates with our backend systems at the Department of Revenue and Taxation. Upon completion of e-filing, the system will create a new SWICA Report record in your account. To view this record, click on the Display link next to the quarterly report you want to view. You can also print a copy of the e-filed SWICA report for your records.

Can I file an amended SWICA report online?

No. Currently you can only file original SWICA reports using our online system.

Troubleshooting

Why do I get the message "The page cannot be displayed" when trying to get to page 2 of the SWICA upload process?

This system utilizes Secure Socket Layer (SSL) and Transport Layer Security (TLS) protocols to ensure data security when you communicate with our system. If you are receiving the above error, you must make sure that SSL and TLS security protocols are enabled in your browser settings.

In Internet Explorer, click the Tools menu, and then click Internet Options. On the Advanced tab, scroll to the Security section and checkmark the settings for SSL 2.0, SSl 3.0, and TLS 1.0.
